Running Total in Report Builder

Haven't done one in awhile but thought it was pretty much just reporting at any lower level than the reset level on the aggregate. So for instance aggregating sales Order total $ and re-setting at Customer but reporting the total along the way on each Sales Order line. For a subtract then use a calculated field with a base total and subtract the running total from it and report that at that level which is below the reset level.

Does anyone know who to create a formula in Report Builder that computer
the running total?
I am trying to create a time-phased report for a certain part class from
the PartDtl table.

You should be able to set an aggregate to reset at a higher level (even no-reset) and print it along the way at a lower levels (even at the record level). Running Totals are described in the Report Builder User's Guide starting at 5-21 (version dated Feb 2000). You can download it from the Progress web site.
