Idle Time Report request

Hey Gang,

Looking for some insight into IDLE TIME calculations... specifically a means
to report on individual Employee IDLE TIME within their Departments. My
definition of IDLE TIME being the time captured by Data Collection
not associated with a Setup - Production or Indirect Activity.
