Customization Part Entry-Visible not able to change

We have a customization that has the kitsPanel1 visible set to False. It will not allow me to change it to True in properties window.

I am going to try and do so in the code, but this seems like overkill. Anything in the code I can look for that would cause the Visible property to be locked?

well I just exported the customization an changed the field in the XML file. Reimported and now it works. Wonder is there is something in the XML that is not allowing that to be changed in the editor.
